there. i don't know. we're seeing -- well we're seeing a few lights cross. so a few cars are heading out to work already. >> 17. just counted them while you were talking. >> i know exactly. good morning everyone, it is tuesday, march 31st. i'm michelle griego. >> and hey rise and shine, get that cup of coffee and join us, i'm frank mallicoat. about 4:30 on your tuesday. get you out of the gates saw a little bit of traffic there and now it's time for a little bit of weather. the bay bridge and i'm thinking that's going to be one of the places that is going to have a double white knuckler for the morning commute and especially evening commute. some very gusty winds today out of the northwest at 40 miles per hour. that is going to be the main issue of the day as well as the cooler conditions. currently we are in the 40s and 50s and later today, topping off in the 60s and in the 70s that full forecast still straight ahead. and you will see the high wind advisory signs posted already in some of the bridges.

chp issued one for the san mateo bridge and one already for the altamont pass. you're coming through on 58 #. so we will talk much more about your overnight road work as well and we've got a lot to talk about in traffic. very busy. all right, so breaking news now this morning. a virginia hospital is in lockdown while a manhuntderway to capture an escaped armed prisoner. police say they were transferring the inmate from the alexandria jail to a hospital in fairfax county when he overpowered a deputy. he got away with the officer's gun. police shut down all of the hospital entrances and some nearby roads for the search. and some developing news. stanford university administrators are investigating what they call a troubling number of cheating allegations on campus. the provest send out a letter to faculty and staff last week about academic he is honesty and one teacher reported as many as 20% of the students in the introductory course may have cheated. such courses can have more than 500 students so there may be at least 100 cases. >> the cheating is an issue in large courses like economics, math, computer science, when you have hundreds of students. i would say it's especially a

challenge in courses where there are not necessarily a right or wrong answer. >> students are required to sign an honor code before any blue book exam. the school is now reminding pronecessary so fares to have conversations with their students about it. an attorney for the woman who claims she was kidnapped in vallejo is providing e-mail evidence from the alleged kidnappers. doug rap report represents denise huskins who said she was abducted last monday. he showed us a 15 page e-mail he said came from the kidnappers giving specific details about what happened, their criminal operation and their methods. >> surreptitiously or hidden cameras that were placed in various locations with drones, with infrared and heat sensors. they have attached photographs of the equipment that was used. >> the attorney says the kidnappers also have specifics about whom they targeted. avoiding homes with children,

or anyone over 50. police say it's all a hoax. alameda county investigators are looking into what caused a fire that destroyed four homes under construction. it happened last night off sunset bide court in dublin. the fire department got calls just before 9:00. >> we had multiple calls for homes on fire in the area. we didn't know the actual location because it's a new development unoccupied. so our crews had to navigate through the neighborhood to find out where the fire was. when they arrived on scene, they called for a second alarm due to the volume of fire. there were four homes in the framing stage under construction that were all fully involved in the fire. >> well, the wing was blowing embers around and crews worked fast to prevent the fire from spreading. nobody was injured but the winds -- they're still blowing. they're going to blow again today. and it will be breezy again on wednesday. it's all a dry cold front that's passing through the bay

area. and it's causing a pressure gradient with the area of low pressure bumps up against the ridge of high pressure that's been bringing us the dry weather and sunshine. so today more windy in your forecast in fact in some of the highest elevations of the mountainous areas the winds are up to 50 miles per hour. this is the view looking out towards any feta international airport and currently the air temperature is at 52. these newsrooms are very -- numbers are very similar to yesterday at this point. the big difference is this. right here. sfo with the wind out of the west 22 miles per hour. southwest across the bay and pleasanton at 12. here we go upstream a bit to oakland and 17. 8-mile-per-hour winds in napa so not so bad there. but in fairfield backing all the way through the delta we have winds up to 20 miles per hour. you couple that up with cooler temperatures today may feel raw at times. we do have some stratus in the form of fog along the coast and even some localized drizzle this morning into the 60s.

otherwise 60s and 70s common around the peninsula. 71 in san jose with the northwest wind 20 gusts up to 30 during the afternoon hours. again 30-mile-per-hour wind gusts easily east of the bay. mount diablo anticipating a 50- mile-per-hour wind gust. same thing around the mount tam area. high temperatures sauce low toe today in the mid 60s and mid 50s common around the bay and 67 degrees in yucaipa and cloverdale at 70. easter day and the chance of rain, we'll talk about that in just a matter of minutes but right now here's liz. thank you and out the door we have a combo of high wind advisories and road work. those are the two things for the most part right now that will slow you down. here's the live look at the nimitz freeway. actually they could slow you down if you're traveling southboundable 80 in san leandro between davis and marina. various lanes are blocked for the next 25 minutes. still looks pretty good though heading oakland airport. here's thelike look at the bay bridge, the only road orange is in the eastbound -- road work is in the eastbound direction. no metering lights.

no delay at all into san francisco all across the deck. live look at the san mateo bridge, that glowing sign is chp issuing their own high wind advisory, you should see it shortly after midnight but it's nil effect for westbound and eastbound 92 and the overnight road work as well between foster city boulevard and clawiter. another high wind advisory this time for the altamont passing westbound 580 is okay until you reach tracy and then you can see -- i should say once you get out of tracy and you can see the slowdowns as well in the eastbound direction through the livermore valley. if you want to use mass transit. everything is on time so far. no delay, golden gate ferries, caltrain and ace. that's your latest kcbs drive to work. frank michelle back to you guys. we know that cal student who went missing early saturday in southern california and was struck and killed by a car. 19-year-old eloi vasquez had called a friend about 1:30 a.m. on saturday saying he had left a fraternity party at usc and

was lost. since then, eloi's family and cal soccer teammates didn't know where he was. yesterday chp said he was found on the on ramp on interstate 10. >> saturday morning at approximately 2:25 we received several phone calls from citizens and also the person involved in the traffic collision of a pedestrian versus a vehicle and so we responded to the scene and we found mr. vasquez had been killed as a result of the traffic collision. >> last night cal athletics tweeted this photo with the message today we lost a beloved member of the cal family. eloi vasquez we send thoughts and prayers to his family and friends. hayward police say one man unmay be responsible for three kidnap attempts over the past few weeks. this is a look at the sketches of the suspect in each case. >> investigators don't know for sure if it's the same man but there are some similarities there. latest incident was this past

friday. a 16-year-old girl told policeman forced her into -- told a man forced her into a car. >> at which point he produced a handgun after she fought him off. she continued the fight and was able to get away from him. >> the other two reports were near tennyson high school february 20th and march 6th. in each case the victims said the man was driving a white four door car. u.s. and iran and five other countries are reportedly close to ending the latest rounds of nuclear talks. sources telling associated press there are still some obstacles as today's deadline approaches but there are hopes of a new face in negotiations will lead to a comprehensive deal by late june. the goal is to curb iran's nuclear activities in exchange for easing sanctions against that country. >> the downside of no deal is a nuclear armed middle east and iran with the weapons.

upside of a good deal is that iran is contained. its nuclear program is contained. >> western diplomats told us today's deadline could be extended if a deal is within reach. a security breach at nsa headquarters lets one man dead and another in critical condition. they pulled onto the nsa gate yesterday dressed in women's clothing and a stolen suv. police ordered them to turn around but they accelerated forward instead. the officers opened fire killing the driver and wounding the passenger. it's not clear if they intend today breach the perimeter or -- intended to breach the perimeter or just confused. two former secret service agentings could end up in jail. both men appeared in a san francisco courtroom yesterday. they're accused of seizing digital currency and then transferring it to personal accounts. they now face charges of wire fraud and money laundering. the silk road was busted as an online black market for drugs and other illegal goods. the state of indiana is feeling backlash over a new law

aimed at protecting the religious briefs of people. -- beliefs of people, businesses and associations but some say the law which takes effect in july opens the door to discrimination. more now from kpix 5's mark kelly. >> we don't believe that anyone should be discriminated against. [ inaudible ] >> now i think we're reacting to an obvious misconception about what the law does. >> reporter: indiana republicans call the law the religious freedom restoration act. critics say it's just plain discrimination against grace. the president of san francisco -- gays, the president of san francisco state wrote -- seattle's mayor tweeted --

a suspect did surrender after hours long standoff in san francisco. investigators say the man barricaded himself inside a residential building on lion street just before 7:00 yesterday evening. he was taken to the hospital for an evaluation. hundreds of people in the east bay are asking what's that smell? christin ayers tells us what's to blame for the low quality water coming from some faucets. >> reporter: amy mckenzie turned on the tap sunday and noticed it immediately. >> it tasted and smelled very strangely.

sort of metallic. >> reporter: she's one of hundreds of people who contacted east bay mud complaining there was something in the water. >> water tasting or smelling a little different than usual. smelling metallic or musty or earthy. >> reporter: the spokesperson abbey figueroa says it comes back to the drought. and to the river's salmon population. this year there wasn't enough rain to do both. so last week, the utility company quietly started pumping warmer, lower quality water from this tower to the east bay. >> what happens is that higher up in the reservoir, you have warmer water and you have water affected by sunlight and so sometimes you get algae blooms. >> reporter: even when filtered out that algae is leaving a bad taste in customers' mouths. about a million customers from el cerrito to oakland and san ramon. figaro are says they centrallabled to reverse their decision and now back to pulling quality cold water but this may only be the beginning. >> if the drought continues and we don't find any other options this is a problem that is going to come back. >> reporter: amy who was just a

youngster during the drought of the '70s says the thought of that fills her with anxiety. >> i'm sure they're doing their best and i trust them but it still makes any nervous. i don't wantk that water. >> reporter: officials telling me by late this week that strange taste and smell will have dissipated from the water, the next time they need to draw warmer water from there the reservoir they'll warn customers, in oakland, christin ayers, kpix 5. much earlier than usual, these are images from southern california's big bear resort. from last month. when there was a little bit of snow there. but overred the weekend temperature -- over the weekend temperatures a 7,000 feet approached 70 degrees speeding up the spring melt. this is the fourth consecutive season of below average snowfall. and today the window closes for maverick's surfing event offer the coast of -- off the coast of half-moon bay. only held when the waves and conditions are just perfect.

bay. relatively flat except near sfo and should be a bumty ride around the san mateo bridge. liz will have all that info. san ramon winds up to 11 but the higher you go to the mountain the winds will peak at 50 miles per hour. right now north buy not too problematic but up to about 12 miles per hour in novato. why the wind? this is a relatively dry cold front we see a little bit of precipitation to the authority of the bay area. and -- north of the bay area. that suppresses up against the ridge of high pressure it's causing a pressure gradient. therefore the very breezy to windy conditions today with the gale warning off the coast. today the winds up to about 40 miles per hour but at times in the highest elevations up to about 50. and as we look ahead it's going to be rain free for all the easter egg hunting but we do anticipate at least a chance of rain by easter sunday evening. again, here's the cold front. as it presses up against the ridge of high pressure, wind as it passes through we'll have more breezy to windy conditions

for your wednesday. and then again that chance of rain showers by easter sunday. 75 degrees at the state capitol. 61 monterey bay and mid 0s in the high -- 50s in the high sierra. these are actually a little bit more seasonal except san jose. typically we should be at 64. instead the low 70s. also we should be around the 60s in oakland all the way through emery vail back in through el cerrito but instead 70 degrees. again it really is a dry weather pattern each and every day. with the temperatures are coming down before they go back up on friday. and then we introduce that slight chance of rain showers on sunday evening and into monday. that's the look at your tuesday forecast. here's liz. okay. thank you roberta. you know we're getting some new information coming in if you're riding b.a.r.t. this morning, b.a.r.t. police department did confirm with us they're single tracking right now around the richmond station. there was actually a body found near the tracks late last night. and so that's the cause for the

single tracking. they also tell us it's not causing any delay it's so early and there's minimal trains at this hour. so again, no delay but they are single tracking through that richmond stop. everything is on time as far as has transit -- mass transit goes including -- now let's hit the roads. the toll plaza. obviously it looks good coming into san francisco. we're not seeing any major issues. no metering lights yet. and no overnight road work westbound. eastbound a different story. as you approach the center anchorage. so roberta said it. a lot of the winds gusting up the morning and we have a couple of high wind advisories. these are ones separate from the national weather service, these are ones issued by chp and they drive around and say it's a pretty windy bridge. i should issue a high wind advisory, right now for the san mateo bridge that's what the flowing sign is right there. on westbound 92. the drive time is still 15 minutes and you may also hit some overnight road work especially for the next -- oh. 10 minutes or so on the san

mateo bridge westbound and eastbound. eastbound is actually scheduled to wrap up quite a bit later but fortunately no delays, it is countercommute. here's a live look at westbound 580 the scuffs are causing a wind advisory as well for the altamont pass area. so if you're traveling westbound or eastbound looks like the delays are cleared out -- have cleared out eastbound a little bit. westbound though looks great. 15 minutes to take you to 680 and the dublin interchange. that was certainly the hot spot yesterday that little corridor. here's a live look at the richmond-san rafael bridge. looks great at this hour. in fact as you can see now on 880, and the east shore freeway. if anything changes once you hit the roads, tune to kcbs or 7:40 a.m. that's the latest if here. guys back to you. liz thank you. global oil prices could stay low for the next couple of decades. at least that's the prediction from stanford economist frank woolack. he says domestic oil

the welcome continues to recover remains and wreckage from last week's crash of a german airliner into the french alps. prosecutors say the plane's copilot who was being blamed for deliberately crashing the plane has psychotherapy over an extended period before he got his pilot's license. medical records apparently also show he had suicidal thoughts. 4:55 now. a jewelry they have still at large after pulling off a $4 million heist in southern california. it was captured on security video before dawn eight days ago at the diamonds by moe nay store in temecula. the thief covered himself up in cardboard and then spent three hours carving a hole into the side of cement and steel safe.

day. windy. we are going to have some winds in excess of 40 miles per hour. especially along the seashore and the higher elevations. good morning everyone. skies are clear there but we have a little stratus and a little bit of drizzle on the immediate seashore. numbers are in the 40s and 50s. and the winds right now have been increasing at sfo. up to about 15 and 20 miles per hour. across the bay to the east the winds are up to about 15 at times half-moon bay at 11. these winds will intensify as the day wears on. and our temperatures going to be close to average. we'll talk more about that but first here's traffic. okay thank you and once again out to b.a.r.t.. richmond the richmond station there was a body found near the tracks early this morning actually shortly after 1:00 a.m.. having to single track around the area. they're telling us they're not causing any delays even with the single tracking going on. you can still get through without much of a problem. at this ho you are that could change of course -- hour that could change of course if the police activity continues but right now no
